ULTRA è un processo che consente di legare il progetto urbano con il progetto di città in un’unica visione olistica e multiscalare, lavorando sulla morfologia e sul paesaggio della Città di Firenze. A partire dalla scelta di due strutture connettive del territorio, vengono rilette alcune aree strategiche sub-urbane e rurali attraverso sei metaprogetti che assumono un ruolo strutturante per la rigenerazione urbana e creano nuovi beni e servizi comuni, affrontando le sfide e gli obiettivi temporali della pianificazione europea. Il progetto individua e struttura due nuove soglie metropolitane situate ai margini della buffer zone del sito UNESCO: sul versante ovest nel contesto urbano, si lega il legame tra il tessuto storico consolidato con quello frammentato delle espansioni recenti; sul versante est nel contesto naturale, si mettono a sistema le aree naturali e i siti di interesse (archeologico, paesaggistico, storico) con le piccole realtà locali in un’ottica di conservazione attiva e dinamica del paesaggio fiorentino.

La piana fiorentina è il risultato di una sequenza di operazioni le cui tracce sono in parte ancora leggibili. La lettura diacronica del sistema urbano e dei caratteri morfologici ci ha portato a concentrarci su aree periferiche e suburbane, la cui struttura non è più leggibile nella sua evoluzione. Le recenti espansioni hanno prodotto una saturazione delle aree agricole di pianura, cancellando le trame della maglia agricola storica, portando alla semplificazione dei paesaggi collinari, alla frammentazione dei tessuti, a luoghi scarsamente fruibili e inclusivi, producendo aree residuali. La lettura della struttura urbana e degli ambiti del paesaggio ci ha permesso di comprendere in profondità le relazioni tra le parti della città alle diverse scale; di rilevanza per il progetto è la struttura porosa, il tessuto connettivo, che ha messo in luce alcune relazioni critiche fra le parti, come le barriere infrastrutturali ferroviarie, i grandi nodi urbani e i tracciati scarsamente attrezzati, le numerose architetture storiche in disuso e le discontinuità fra le diverse strutture paesaggistiche del territorio fiorentino. È in queste discontinuità che si individua il potenziale strutturante: una sequenza di luoghi specifici da restituire al cittadino attraverso un complesso ed esteso processo di sviluppo pianificato e interdisciplinare in cui la valorizzazione del patrimonio costruito esistente, la conservazione attiva e dinamica del paesaggio e gli indici di qualità urbana sono prioritari.

In questa lettura, le relazioni che esistono nelle parti della città sono stabilite dalla struttura, dal sistema connettivo, viario e idrografico e dalla componente vegetale. La forte componente morfologica e le differenti strutture paesaggistiche delle strutture del territorio individuate, ci hanno portato ad utilizzare da un lato la strategia agopunturale, dall’altro la strategia transcalare per sistemi, sviluppando un unico approccio metodologico attraverso le diverse scale del progetto così composto:

• Scala XL: lettura della regione metropolitana, stabilendo un dialogo con le realtà fiorentine;

• Scala L: individuazione delle strutture connettive, il cui potenziale risiede nelle porzioni di tessuto situate nel loro immediato intorno;

• Scala M: isolamento di condizioni specifiche definite potenzialità strutturanti.

Si lavora sulla rilettura delle discontinuità come i grandi nodi urbani, barriere ferroviarie, assi viari strategici, sulla valorizzazione del patrimonio edilizio, del sistema ecologico del fiume Arno e dei torrenti minori, sulla conservazione attiva e dinamica del paesaggio storico.

• Scala S: definizione di strutture tipologiche distinte, per attivare il processo di rigenerazione, mediante operazioni localizzate sul costruito, spazi aperti e infrastrutture.

ULTRA promuove il miglioramento della capacità di pianificazione e gestione degli interventi inerenti al cambiamento climatico coordinandosi con gli strumenti urbanistici vigenti. In relazione agli obiettivi di sostenibilità, si riportano di seguito i principali risultati perseguibili:

• Incremento della connettività ecologica, attraverso operazioni di forestazione urbana contribuendo all’ampliamento delle reti ecologiche esistenti;

• Tutela e manutenzione delle zone umide, delle fasce ripariali e dei corpi idrici esistenti;

• Tutela e manutenzione di aree boscate, colture di pregio e siti archeologici;

• Riduzione delle superfici impermeabili e aumento delle porzioni di tessuto connettivo;

• Miglioramento del microclima e riduzione isole di calore aumentando il sistema della microfauna, migliorando gli indici di walkability, l’accessibilità e riducendo le aree residuali;

• Eliminazione delle barriere architettoniche e messa in sicurezza delle infrastrutture

urbane e dei tracciati escursionistici;

• Introduzione di dispositivi urbani pubblici quali servizi igienici, punti informativi, integrati spazi per l’ascolto e la partecipazione della comunità;

• Recupero delle aree strategiche e definizione di un sistema di luoghi accessibili, identitari e interconnessi, attraverso operazioni sul tessuto urbano;

• Riduzione di suolo edificato, recupero e bonifica di siti potenzialmente dannosi per l’uomo e l’ambiente.

La finalità della renovatio urbis è migliorare l’offerta della città di Firenze e generare un nuovo prodotto culturale, attraverso l’integrazione di diversi settori di intervento, per garantire l’accessibilità. Accessibilità a fondi nazionali ed europei per la gestione del progetto e lo sviluppo di elevati standard prestazionali; accessi abilità ai luoghi eliminando le barriere architettoniche, predisponendo attrezzature e servizi collettivi, programmi funzionali resilienti; accessibilità economica attraverso il recupero di aree degradate e l’incremento di alloggi a basso costo; accessibilità all’informazione attraverso la conservazione attiva e dinamica del paesaggio storico e la valorizzazione delle presenze storiche e dei siti di interesse; accessibilità del cittadino per generare efficaci programmi di intervento.

Enti comunali, associazioni locali, ricercatori con impiego di strumenti all’avanguardia per monitoraggio e valutazione in itinere del progetto, investitori privati, sono alcuni attori che assieme alla comunità potrebbero contribuire alla rigenerazione della città di Firenze, in accordo con i 17 obiettivi dell’Agenda 2030 dell’ONU.

ULTRA invita la comunità a prendersi nuovamente cura della propria città e diventare parte attiva, per una Firenze ultra-competitiva e resiliente, prendendo coscienza delle conseguenze dell’impatto delle nostre azioni sull’ambiente, delle conseguenze dello sprawl sul patrimonio costruito e sulle comunità. È uno strumento che considera la diversità come una risorsa preziosa e le diverse risorse spaziali come ricchezze complementari, per un futuro che riduca il rischio di catastrofi ambientali, attraverso un uso oculato delle nostre risorse.

ULTRA is a process that allows to link the urban project with the city project in a single holistic and multi-scalar vision, working on the morphology and landscape of the City of Florence. Starting from the choice of two connective structures of the territory, several strategic suburban and rural areas are reinterpreted through six meta-projects, which assume a structuring role for urban regeneration and create new common goods and services, addressing the challenges and time objectives of European planning. The project identifies and structures two new metropolitan thresholds, located on the edges of the UNESCO Buffer Zone: on the western side in the urban context, the link between the consolidated historical fabric and the fragmented fabric of recent expansions is bound, on the eastern side in the natural context, natural areas and sites of interest (archaeological, landscape, historical) are brought together with small local realities in a perspective of active and dynamic conservation of the Florentine landscape.

The Florentine Plain is the result of a sequence of operations whose traces are still partly legible. The diachronic reading of the urban system and morphological features has led us to focus on peripheral and suburban areas, whose structure is no longer legible in its evolution. Recent expansions have produced a saturation of lowland agricultural areas, erasing the plots of the historical agricultural mesh, leading to the simplification of hillside landscapes, fragmentation of tissues, and to residual areas. The reading of the urban structure and landscape areas has allowed us to understand in depth the relations between the parts of the city at different scales: of relevance for the project is the porous structure, the connective tissue, which has highlighted certain critical relations between the parts, such as the railway infrastructure barriers, the large urban nodes and poorly equipped routes, the numerous disused historical architectures and the discontinuities between the different landscape structures of the Florentine territory. It is in these discontinuities that the structuring potential is identified: a sequence of specific places to be returned to the citizen through a complex and extensive process of planned and interdisciplinary development in which the valorisation of the existing built heritage, the active and dynamic conservation of the landscape and urban quality indices are priorities.

In this reading, the relationships that exist in the parts of the city are determined by the structure, the connective, road and hydrographic system and the vegetation component. The strong morphological component and the different landscape structures of the territory identified have led us to use the acupuncture strategy on the one hand and the transcalar strategy for systems on the other, developing a single methodological approach across the different scales of the project, as follows:

• Scale XL: reading of the metropolitan region, establishing a dialogue with the Florentine realities.

• Scale L: identification of connective structures whose potential lies in the parts of the fabric located in their immediate surroundings.

• Scale M: isolation of specific conditions defined as structuring potential. We are working on the reinterpretation of discontinuities such as major urban nodes, railway barriers, strategic road axes, the valorisation of the architectural heritage, the ecological system of the Arno River and smaller streams, the active and dynamic conservation of the historic landscape.

• Scale S: definition of distinct typological structures to activate the regeneration process through localized interventions on built and open spaces and infrastructures.

ULTRA promotes the improvement of the planning and management capacity of climate change interventions through coordination with the existing urban planning tools. In relation to the sustainability objectives, the main achievable results are listed below:

• Increased ecological connectivity through urban forestation activities that contribute to the extension of existing ecological networks.

• Protection and maintenance of wetlands, riparian strips and existing water bodies.

• Protection and maintenance of woodlands, valuable crops and archaeological sites.

• Reducing impervious surfaces and increasing the amount of connective tissue.

• Improving the microclimate and reducing heat islands, increasing micro-fauna and flora.

• Removing architectural barriers and securing urban infrastructure and walking routes.

• Introduction of public urban devices such as toilets, information points, integrated spaces for listening and community participation.

• Recovery of strategic areas and definition of a system of accessible, identity and interconnected places through operations on the urban fabric.

• Reduction of built-up land, recovery and reclamation of sites potentially harmful to man, and the environment.

The aim of renovatio urbis is to improve the offer of the city of Florence and to generate a new cultural product, through the integration of different sectors of intervention, in order to guarantee accessibility. Accessibility to national and European funds for the management of the project and the development of high-performance standards; accessibility to places by eliminating architectural barriers, providing equipment and collective services resilient functional programmes; economic accessibility through the recovery of degraded areas and the increase of low-cost housing; accessibility to information through the active and dynamic conservation of the historical landscape and the enhancement of historical presences and sites of interest; accessibility to citizens in order to generate effective intervention programmes.

Municipal authorities, local associations, researchers using cutting-edge tools for monitoring and evaluating the project in itinere, private investors are some of the actors that, together with the community, could contribute to the regeneration of the city of Florence, in accordance with the 17 goals of the ONU 2030 Agenda.

ULTRA invites the community to take care of their city again and become an active part, for an ultra-competitive and resilient Florence, becoming aware of the consequences of the impact of our actions on the environment, the consequences of sprawl on the built heritage and communities. It is a tool that considers diversity as a precious resource and different spatial resources as complementary riches, for a future that reduces the risk of environmental catastrophes, through a prudent use of our.
